REACH Program: one-time energy-assistance program sponsored by PG&E. Those who have experienced an uncontrollable or unforeseen hardship may receive a limited energy credit amount based on the past due amount of the bill. REACH assistance may be available once within an 18-month period, but exceptions can be made for seniors, the physically challenged and the terminally ill. Not eligible if in subsidized housing (except for seniors, terminally ill or permanently disabled). Must have received a 15-day or 48-hour disconnection notice. Call for current income requirements.


LIHEAP Program: federally funded assistance program overseen by the California Department of Community Services and Development (CSD) and administered by 31 Action Agencies throughout California. LIHEAP offers several kinds of services to help low-income households meet their home energy needs.
These services include:
The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help offset an eligible household energy costs (utility bill).
The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Examples include a household that has received a 24- to 48-hour disconnect notice or service termination by its utility company or a household facing an energy-related crisis of life-threatening emergency in the applicant household, including a combustible appliance.
LIHEAP Weatherization provides free energy efficiency upgrades to low-income households to lower their monthly utility bills, while improving the health and safety of the household occupants.
Another service offered as a component to LIHEAP services includes energy budget counseling, education on basic energy efficiency practices and instruction on the proper use and maintenance of installed weatherization measures.
