The Housing and Disability Advocacy Program: The Housing and Disability Advocacy Program (HDAP), created in 2016, is a locally administered program operated by counties and tribes to provide housing supports and disability benefit application assistance/advocacy to people likely eligible for disability benefits and experiencing (or at risk of) homelessness. HDAP offers outreach, case management, disability advocacy, and housing assistance for individuals, youth, and families who are likely eligible for disability benefits and are homeless or at risk of homelessness.
